With over 16 years of experience as a procurement attorney and advisor on innovation and investment policy at the U.S. Small Business Administration (SBA), Meagan applies her expertise to help startups and small businesses resolve federal contracting, compliance, complex disputes, and other operational matters.
Meagan previously served as the lead attorney advising on technology procurements at the SBA, and she also led the agency’s legal support for the Small Business Innovation Research (SBIR) program, which annually awards approximately $4B to startups and small businesses. In private practice, her work includes:
1. Bid protests, claims, and administrative litigation before the Government Accountability Office, Civilian Board of Contract Appeals, U.S. Court of Federal Claims, and the Office of Hearings and Appeals at the SBA
2. Counseling on small business status and program eligibility, including for the SBIR, 8(a),SDVOSB, WOSB, and HUBZone programs
3. Defense and federal contracting industry transactions, including subcontracts, teaming agreements, data transfer agreements, joint ventures, and mentor-protégé relationships
4. Compliance with FAR, DFARS, and other regulatory obligations applicable to federal contractors
