Caitlin joined Scale in 2024 following a 13-year career with the federal government, where she managed real estate programs and policy for the U.S. Department of Agriculture and the U.S. Department of Veterans Affairs. Caitlin focuses her practice on advising private sector property owners on the complexities of working with the federal government. This includes navigating the federal lease procurement process, negotiating with the government, and resolving contract disputes. She also advises clients on commercial leasing and real estate transactions and land use issues.

Leveraging her prior experience, Caitlin is adept at maneuvering within the federal government's regulatory framework on behalf of her clients’ property management and transactional needs.  Her particular expertise includes:

  • Managing lease procurements, from market research through award and post-award activities;
  • Resolving lease administration issues that arise under federal leases, including addressing “holdover” tenancies;
  • Managing the acquisition and disposal of government-owned real estate;
  • Processing the assignment of federal lease contracts (novations) for facility acquisitions or sales with federal tenants in place;
  • Evaluating sites for acquisition or disposal, including review of environmental, title, historic, and valuation studies; and
  • Negotiating an array of contracts and modifications with a view towards the success of all parties.

A lifelong athlete who competes nationally in the martial arts, Caitlin brings the same focus, discipline, and grit to bear when advising her clients.
